Good question Tammi,
in fact I am a part of a group lobbying to change the law in Poland- the old
and "dead" law prohibiting most everything in regards to historical
artefacts. We aim for the UK model that has citizens involved on a wide
scale.
This piece is practically worthless, it is not a finshed object and did not
come from a dig site. Collecting on the surface or within the plowing depth
is allowed.
As I said, the whole area in Stegna county may yeld amber on surface- a
sharp eye and time is all that's needed.

ps. I have many US flint arrowheads and stone tools- as well as military
items, firearms etc.- I love to browse thru local flea markets, especially
in Wisconsin and plenty can be had. Illegal? I do not even know, but there
is plenty of police presence there.
