Hi Jim,
 Thanks for your thought s on the diptera , I am having problems photographing the inclusions in amber as the colors are deep reds and browns, and lighting is also a problem with these colors.attaching a bit better photo of the advanced looking fly.

  Looks like an advanced type fly,  Lighting is poor for idenfification from picture.  (not a criticism)  A dipterist at the CSIRO at Canberra, Entomology, Diptera section should be able to give you a good general idenfification.  Not being familiar with Austral flies, I hesitate to do so even though it looks like a muscoid fly.
