Yes, there is quite a difference, especially when you refer to the green amber jewelry you find on the market.

Baltic green amber ? http://64.49.229.197/Discovering-Green-Amber-s/96.htm here is some information.

Dominican green amber? Most Dominican green amber is - just as John mentioned - fluorescent. The origin in this case is the same as the blue amber: heat through forest fire, volcanic activity or other reasons which have not yet been discovered. See: http://www.blueamber.info/ Our blue and green have similar 100 % natural reasons. Sometimes fluorescent green an blue come together with red. 

But sometimes they are mixed with black. Then, the green became so strong that it is not only florescent anymore. We make beads from it.

  The green in Dominican is not the green in Mexican which almost looks like the green (natural) of Baltic.
